چکیده

Skill shortages are often portrayed as a major problem for the economies of many countries including the Australian economy. Yet, there is surprisingly little evidence about their prevalence, causes and consequences. This paper attempts to improve our understanding about these issues by using econometric methods to analyse the Business Longitudinal Database, an Australian panel data-set with information about skill shortages in smalland medium-sized businesses during 2004/05. We use this information to: (1) explore the incidence of skill shortages and the business attributes that are associated with them; (2) identify which businesses face more complex skill shortages, as measured by the number of different causes reported simultaneously; and, uniquely, (3) examine how this complexity affects businesses’ responses to skill shortages and aspects of their subsequent performance. We show that complex skill shortages are more likely than simpler (single-cause) skill shortages to persist and to trigger defensive responses from businesses. We reject the conception of skill shortages as a homogenous phenomenon, and demonstrate the importance of distinguishing between skill shortages according to whether they have simple or complex causes. Employer Perceptions of Skill Deficiencies in the UK Labour Market: A Sub-Regional Analysis

Past research on labour market skill shortages indicates that whether respondents report skill shortages or hard-to-fill vacancies do so for widely different reasons. Nevertheless, there is some consensus that skill shortages analysis needs to examine such shortages within the context of the local labour market in order to understand the labour market dynamics and structural factors that affect...

Applying computational semantics to the real-time communication

Global skill shortages are reported in many occupations. Existing strategies for addressing skill shortages are not successful and, as a result, skill shortages are an intractable problem. A new strategy, real-time communication of skill knowledge without human instructors, has the potential to bring about radical reductions in skill shortages. The goal of the study reported in this VTT Working...

Technology, Wages and Skill Shortages: Evidence from UK Micro Data

Why have skill shortages continue to persist despite increases in training and the skill levels of the workforce? We argue that technical progress has raised the demand for skilled labour to mach the observed increase in supply. We provide econometric evidence in support of this hypothesis, showing that skill shortages are higher for establishments that use advanced technology in the production...

Three variables including handedness, time lagges, and skill complexity were studied. T...
